The Rockford Housing and Redevelopment Authority (HRA) plays an important role in the City of Rockford. The HRA has authority to borrow money, acquire property, and operate housing projects as per MN Statutes 462. The Rockford HRA is made up of five members which are the same as the city council. The HRA completed a senior housing study  to determine whether there is a need for senior housing in Rockford. The HRA fund also finances an Economic Development Consultant who has provides assistance for businesses, contacts potential developers on behalf of the city and markets available property, etc.

The HRA has been financially assisting the Crow River Food Co-op committee with their efforts and paid one-half the cost of the feasibility/market study for the food co-op. The HRA applied for funding for the feasibility/marketing study and received a $3,000 grant for one half of the study. The HRA also provides office supplies, staff assistance, advertising, etc. for the Crow River Food Co-op.  The Crow River Food Co-op is trying to fill a need in the community by opening a members owned grocery store.
